Don't start with the average — it will lie to you. Start with the shape. The bars tell you where the bulk of the work lands; the cumulative line tells you where the tail begins. Find where the line flattens out, then filter by dependency and watch which one drags that tail to the right. That's your answer, and it's the same move you'd make in a retrospective with the team in the room.
